Mr. Boord is the Principal Assistance Program Manager and Director for Threat, and Modeling and Simulation Engineering in the Naval Sea Systems Command, Program Executive Office for Integrated Warfare Systems (PEO-IWS). He has more than 37 years of professional experience in the scientific and technical (S&T) defense acquisition and intelligence communities. Prior to PEO-IWS, between 2006 and 2015, he was the Head of the Missiles Division at the Office of Naval Intelligence (ONI). Prior to joining the Navy civil service he spent six years as a USAF Officer and then 20 years in private industry.
During his career, he has served in such roles as a manager; supervisor principal investigator; and a researcher of science, engineering, and technology programs related to weapons and satellite systems. His primary areas of expertise include U.S. naval surface combat systems, missile defense systems, missile systems, missile guidance and control, S&T intelligence, satellite systems and modeling, and the simulation of complex weapon systems. Among his publications he has co-authored a book for CRC publishing, Air and Missile Defense Systems Engineering, and co-authored an American Institute for Aeronautics and Astronautics (AIAA), Journal of Guidance Control and Dynamics,, titled “New Approach to Guidance Law Design”.
Mr. Boord has a master's degree in mechanical engineering from the Johns Hopkins University (1993) and a B.S. in aerospace engineering from West Virginia University (1980). He earned a Level 3 Certification in Defense Program Management from the Defense Acquisition University (2017).
